I think you should respect their wishes. It is difficult, but it is not well kept. You may have memories of your beloved and enjoy his life. His ashes will forward your request and help you to live, continue normally. Sorry for your loss and good luck.

Keep a portion of his ashes for you and some scattering of the ashes. The best of both worlds, and everyone is happy.
Compliance with the requirement. The spread of the ash is a true act of love.
I know it's hard, but the way I see it, is not true, it really is, what was it, and his last wish.
He needs to give a sense of peace knowing he did exactly what he wanted.
